Post office acquires bulk mail technology

COME September, bulk mailers such as banks, telephone service providers and government departments will no longer have to print, fold, insert, envelope nor seal their bulk mails before getting them delivered to clients.
Yesterday saw the unveiling of the "Print N Post" service, the first outsourcing solution for print-mailing of statements and letters for bulk mailers in Brunei, which also coincided with the opening of a new post office branch in Mentiri.
An agreement contract was signed between the PSD and Juramas Technologies following the launch of the Mentiri branch. Both parties collaborated in the 'Print N Post' project, which is set to start its operation in early September.
The Internet creates both threats and opportunities for postal service providers. Electronic communications may eventually reduce some conventional paper-based mail but also offers significant opportunities for improved customer service involving new solutions, such as 'Hybrid Mail'.
'Hybrid Mail' involves the electronic lodgement of mail from the mail generators' computer directly to the Postal Service provider. The postal service provider is then able to use electronic means to have the mail piece sorted, routed and physically produced at a site closest to the delivery point, which is the Mail Processing Centre at the Berakas Old Airport Road.
'Print N Post' will enable bulk mailers, such as government departments, marketing, banking and financial institutions, service providers, to reduce mail production time and costs (printing, folding, inserting or enveloping).
Mail collection, sorting and lodgement costs will also be eliminated, and delivery times will be shorter due to direct lodgement with the postal service provider and printing at centres closest to delivery points. Overall the system involves printed and electronic distribution in one single process. Southeast Asia has already seen widespread use of the 'Hybrid Mail' solution in Malaysia, Singapore and Thailand.
The $325,029 Mentiri Post Office is the PSD's 24th addition to the sultanate. Taking almost five years to build, the Mentiri branch was one of the projects under the eighth National Development Plan, and was only completed two weeks ago.
Through the establishment of the Mentiri branch, the PSD has reached its objective of providing services to 15,000 people per post office, according to Acting Postmaster General Mohamad Manan Lakim.
"Based on Brunei's population of 337,000 (383,000 according to the Department of Economic Planning and Development), the PSD has calculated that every post office serves 14,042 people," he said.
The Mentiri Post Office, which began its services on March 8, provides traditional postal services as well as premium services such as Express Mail Service.
It is located in Jalan 'C' at the Mentiri Housing Area. PSD hopes to extend its services to Kampong Mentiri, Kampong Perpindahan Mentiri, Kampong Batu Marang, Kampong Tanah Jambu, Kampong Salar, Kampong Sungai Buloh and Kampong Pengkalan Sibabau.
