PPP will benefit both parties: LegCo member

THE implementation of public-private partnership (PPP) can enhance and better provide a platform to further develop the sultanate's economy.

Dato Paduka Hj Idris Hj Abas, a renowned architect and member of the Legislative Council told The Brunei Times on the sidelines of the recently held Conference on Public-Private Partnership (PPP) Conference, that the concept of a partnership between the two sectors will benefit both.

The benefits include government minimising costson maintenance and developing infrastructure, whilst the private sector he said provides space, buildings, utilities for government sector to rent, and maintain the infrastructure which can can reduce costs and time.

The legislative council member said, "With the private sector maintaining the infrastructure, the burden on the government would reduce. But before we embark, we must identify whether we can do this and make sure both parties have the capabilities."

Using the example of transportation, he said if a partnership is developed the government sector can provide car rentals throught the private sector.

For the successful implementation of the partnership, those involved must have the knowhow, finance, political commitment and transparency in tender procurement.

This involves a lot of risks and a legal framework must be in place to share it as risks can affect the cost of the projects, said the architect.

"The private sector will not commit unless it is assured of benefits. Implementation of the partnership will also benefit the government in terms of cost. So it is a win-win situation for both."

He said the embarkment of the partnership can promote business opportunities in the private sector and attract foreign investment, which can create more employment in the sultanate.

"The mindset has to be right and there should be political commitment as this will benefit the country if it is implemented properly," said Datuk Idris. "We hope stakeholders will consider it for the development of the country," he added.

As previously reported by The Brunei Times, the Public-Private Partnership conference was held last month.

The minister of development said, that the concept of PPP has been adopted in countries in the Southeast Asian region and in Brunei itself, seminars and workshops on PPP have been carried out.

He said, the concept of PPP in a country like the United Kingdom has implemented this partnership successfully allowing the private sector to take a main hold of public services and its involvement in decision making, whilst transferring management skills and technologies to the public sector.The Brunei Times
