LOCAL associations have been urged to analyse the reasons behind their inactiveness, identify the core problems and take proactive ways to overcome their weaknesses.

Minister of Culture, Youth and Sports Pehin Orang Kaya Seri Dewa Major General (Rtd) Dato Seri Pahlawan Hj Mohammad Hj Daud, stressed the matter at the officiating of the General Meeting of the Rumpun Seni Lakon Negara, (Rusila), yesterday.

The minster said whilst acknowledging how active the Rusila Association was in the 1980s, he noted that approaching the millennium, the association has somewhat lost its force and activities dwindled down until it stopped completely.

"I believe that the misfortune that afflicted Rusila was also experienced by other non-government organisations that centre around youth, sports, welfare and also cooperative bodies," the minister said.

The minister pinpointed the main obstacle hindering the movement of Non-Governmental Organisations (NGOs), which has failed to carry out responsibilities outlined by the Association's Constitution by appointed members of the Working Committee.

"There is also a lack of teamwork between committee members. The absence of monthly meetings, failure to submit annual reports and accounts and the continuous postponement of annual general meetings has resulted in a reproach by the Registrar of Associations," Pehin Dato Hj Mohammad said.

He went on to say that the "the unhealthy trend should be handled wisely by relevant authorities especially those in leadership who are educated and experienced".

The minister applauded the efforts by Rusila Association to revive its activities in theatre, which is the association's core business.

"Nationalism and the national ideologies can be transmitted through the cultural arts," said the minister.

According to him, theatre can be a platform for disseminating contents of independence that can increase commitment to the national development.

"Theatre can contribute to increasing consciousness to preserve cultural heritage such as traditional poetry, native songs, traditional wears from being lost in the wave of changing times," he said. The general meeting, held at the Terrace Hotel in the capital yesterday, was chaired by Hj Abdul Rahman Hj Yussof. The highlight of the meeting was the appointment of new members of the association's Executive Working Committee for 2007-2009 upon the dissolvement of the 2007 pro-tem committee.

Attended by some 50 local actors, including favourite movie and drama veterans, the meeting proves to be a big step towards reactivating the association which has been dormant since 1999.

The function started with a recital of Surah Al-Fatihah followed by welcoming remarks from Hj Johari Pehin Orang Kaya Udana Laila Dato Paduka Hj Omar, as Chairman of the ceremony and a speech by Dk Susilawati Pengiran Dato Paduka Hj Damit, Chief Head of the Pro-Tem Committee.

Also present were Dato Paduka Hj Jemat Hj Ampal, Permanent Secretary at the Ministry of Culture, Youth and Sports and the Deputy Permanent Secretary, Hj Ahmad Hj Abd Rahman.
