Commonwealth youth programme on empowerment

TWENTY participants from various ministries, non-government organisations and departments who work with youths is undergoing a Commonwealth Youth Programme (CYP).

It is a two year programme aimed at equipping participants with knowledge, attitude and competencies in working with young people towards a variety of settings, in managing and supporting other paid and volunteer workers as well as formulating policies in governmental and non-governmental agencies.

The programme conferred as the Pan-Commonwealth Award, is a joint effort between the CYP of the Commonwealth Secretariat, the Universiti Brunei Darussalam and the Ministry of Culture, Youth and Sports.

Participants comprised of teachers of community workers' and social development workers and students.

To start off the training programme, two CYP experts, Cristal de Saldanha Stainbank, a CYP expert based in London and Saraswathy Rajagopal from the CYP Asia Centre are here to teach the first two modules whilst the remaining 17 modules will be facilitated by three core lecturers from UBD.

Cristal said, "The programme is aimed at enhancing the capacity of youth workers through dedicated courses."

She said that although most of the participants have had a long track record of experience with youth programs, the programme ensures they posses a certain framework or methodology.

"The programmes helps put their thoughts together. With practice, the theories used when at work ... enable them to become critical thinkers," she added.

Because of the training skills they gain (through the programme), they would be more competent," she explained further.

Dr Shamsuddin Ahmad from the University Putra Malaysia, also from the CYP, is the External Regional Moderator for Brunei.

He is part of the accreditation of the CYP, to make sure the quality of the programme is proven to make certain that it is at par with other programmes in other countries.

"For the Asia region we want to make sure it is priority the quality of the programme is maintained, we advise on the procedures, maintaining a certain kind of standards, we collect the information, analyse it and write up a report," he said.
