'No smoking' sign but smokers puff away

CURRENT licensing regulations require restaurants to display non-smoking signs prominently in their establishments, but restaurant staff everywhere seem to be doing little to enforce the rule and inconsiderate customers still light up indoors.
While I understand some people love having an after-dinner cigarette, I doubt that subjecting others to the smoke they exhale is a necessary part of the indulgence.
On numerous occasions where my friends and I complained, the staff merely shrugged and did nothing.
At one restaurant we even saw a man smoking and eating at the same time — an amazing performance! The regulation will be meaningless unless the managements of local eateries make a firm decision to advise their customers to adhere to it.
