Innovation is the key, civil servants told

TODAY a nation's competitiveness is measured in its ability to provide an environment in which firms can operate productively and continuously innovative as well as enhancing their efforts towards higher level of sophistication to allow a rise in productivity.
The Director-General of the Public Service Department at the Prime Minister's Office, Sa Bali Abas, stressed this at the closing ceremony of the Executive Development Programme for Senior CLMV Government Officers on Saturday.
He said that in today's society, it was the ability to maintain capability and capacity over and above what was required is necessary to ensure the human resource could create and innovate best practices in the formulation and introduction of new visions and ideas aimed apart from striving for higher level of excellence in public service.
He pointed out that developing dynamic and visionary leaders were very much required in the management and administrative arenas.
"Thus, this programme has been shaped specifically to fulfil the need for efficient human resource management as well as effective policy formulation and implementation through exposure to the latest and most up-to-date management theories, concepts and strategies," he said.
He also disclosed that the Development Programme for Middle Management Officers for CLMV countries is scheduled to start within the next few months.
The CLMV countries are made up Cambodia, Laos, Myanmar and Vietnam.
He expressed hope that the programme would reap the same enriching experience in capacity-building as the existing programme for senior government officers.
The Development Programme for Senior Government Officers is beneficial for both the local and CLMV participants as it promotes greater understanding and cooperation in the sharing of vital information on human resource management and public policy formulation while discussions and feedbacks from the CLMV participants will further enrich and add value to the programme.
