Brunei to impose aviation's safety management system

THE DEPARTMENT of Civil Aviation (DCA) is taking the necessary steps at ensuring smooth implementation of the regulations on Safety Management System (SMS) before making the system mandatory early next year.
The Director of DCA, Pengiran Hj Abd Rahman Pengiran Seri Indera Pengiran Hj Ismail made the remarks during the opening of the International Civil Aviation Organisation (ICAO) SMS training course yesterday.
According to the director, the ICAO requires aircraft operators, maintenance organisations, air traffic service and aerodome operator in the sultanate to implement the system with government's approval.
The department had issued Brunei Aviation Requirements (BARs) which is a reference and guidance for aircraft operators and maintenance organisations in developing SMS manuals in early 2007 to be implemented in Brunei. "We are currently upgrading the BARs and it is expected that the revised BARs will be issued in June 2008," the director said.
He went on to say that the Safety Management Committee, consisting of aircraft operators and maintenance repair organisations, are reaching the final stages of developing a SMS manuals which is planned to be completed before the implementation deadline, he added. He also disclosed that the department is in the process of rectifying problems being identified as reasons for the failure to implement ICAO provisions systematically and lack of suitable system for overseeing the safety standard of national operators.
Pengiran Hj Abd Rahman said they have established a set of achievable standards such as level of safety in line with the service provider and government and reviewing the effectiveness of the implementation of SMS.
The objective of the programme was to enhance participants' knowledge of safety management concepts and ICAO standard and recommended practices. Participants would also be able to develop knowledge on certifying and overseeing the implementation of key components of a basic SMS.
Yesterday's training was conducted by Captain Len Cormeir, Chief Technical Advisor and Flight Operations Expert.
During the course, participants were able to learn more on the systematic approach on managing safety which include accountabilities, policies and processes, and the necessary organisational structure.
The programme was the third of its kind being held as a follow up activity organised by the Department of Aviation in conjunction with the Aviation Safety Week.
More than 30 participants from DCA, aircraft operators and maintenance organisations attended the training programme. (SHS1)
