IN AN effort to improve the performance of civil servants, a roadshow on the Civil Service Excellence Awards by the Prime Minister's Office was held yesterday.
It is hoped that the roadshow will encourage ministries and departments to participate in the programme aimed at strengthening and sustaining the competency, effectiveness and productivity of civil servants, said Sa Bali Abas, director of Management Services Department at the Prime Minister's Office.
He remarked that the excellence awards will help to realise two strategic planning themes of the Prime Minister's Office, which is to modernise the civil service and create an image of an effective and caring government. The programme is one of the efforts to encourage employees of the public sector to improve their delivery of services and come up with new ideas in implementing ways of enhancing the quality of the civil service, he added.
Hj Abd Ghani Hj Metussin, acting head officer at the Management Services Department, gave a briefing on the implementation of the Civil Service Excellence Awards programme from 1993 to 2006.
One of the challenges of the programme is to gain the support and commitment of the departments in continuing the project, he told over 100 civil servants at the Civil Service Institute.
Introduced in 1993 and held biennially, the programme lacks the participation of the various ministries and departments, he highlighted.
Based on statistics, there were six participating teams in 2006, while 11 teams took part in 2004. A total of 99 projects were submitted to compete in the awards, since its creation in 1993.
"Some projects do not make an effort to help the current management methods and techniques, and data presentation of the projects are unsatisfactory," he said. He stated that the future agenda of the programme will include continually monitoring efforts for the sustainability of the projects, as well as recognising projects which can be used to benchmark national standards.
The programme focuses on areas such as policies, new technologies, community development, systems and procedures, as well as the management of financial and human resources, said Hj Abd Ghani.
One of the programme's objectives is to encourage healthy competition among civil servants towards raising the quality of management and service delivery. It is also intended to recognise and honour the efforts of participants who are contributing to the improvement of their respective organisations.
