IPA's i-Learn to enhance efficiency in civil training

THE Civil Service Institute (IPA) is to introduce an online learning management system known as "Innovative Learning" (i-Learn) for government ministries and departments.

The online lessons will help in training coordinators to administer the courses and its potential participants systematically.

This was disclosed during a briefing on Thursday which was attended by some 138 training coordinators from government ministries and departments.

The briefing is an annual activity conducted by the IPA to explain in depth about the different ranges of training programmes that will be held from April 2010 to March 2011 as the financial year for the government starts in April. The briefing also included more explanations on plans and functions of the i-Learn.

Through i-Learn, training coordinators will be able to register the potential course candidates online instead of using the old system where compact discs (CDs) containing forms and course schedules, were distributed to the various government units.

"The i-Learn will make the registration process much faster," training officer Mohd Norazlin Dato Paduka Hj Mohammad Kassim who is also the Assistant Head of the Training and Development section at the IPA told The Brunei Times.

"Not only is it (the old system) time consuming since we have to wait for the forms to be given back to us and then keyed in the data received before starting the registration process, we also used up about thousands of CDs per year just for registration itself."

The i-Learn will also upload course reports online so that training coordinators, the human resource management and civil servants are able to view their units and individual learning development. Other than that, the i-Learn will upload schedules of the courses and therefore, make it easily accessible for all to view them. Another main function of the i-Learn is that civil officers can enrol themselves in a selection of online courses.

The training coordinators were told that two courses — the Financial Management seminar and the General Service Rules and Regulations course, are now available online. To help familiarise the training coordinators with i-Learn, the institute will be organising introductory sessions on how to use the i-Learn from March 15 to 17, 2010.

The i-Learn is expected to be fully applied by all government agencies by early April 2010. The Brunei Times
